Citizenship Ceremony Management 

eBusiness Information Technology Limited (eBiz-IT) would like to thank the London Borough of Brent for their help and guidance in the preparation of the functional specification for our new Citizenship Ceremony Management system.  The CCM system has been specifically designed to help Registrar staff manage and administer the increasing number of Citizenship Ceremonies, in accordance with Home Office (HO) rules.

Many Registration Offices (ROs) are using unsupported spreadsheets or bespoke Access based systems to record new applications and book ceremony places.  Due to an increase in volumes these systems are becoming overloaded and unable to cope and often require significant manual intervention.  This means a lot of manual input is required to create the Citizen’s records and keep them up to date.  A significant manual involvement is needed to produce attendance lists, letters, reports and any other performance indicators required by management. 

Not all ROs operate in the same way, some use call centres to book ceremony dates, others do it direct, whatever the situation CCM can operate effectively, independently or interfaced with a typical CRM system.  Many ROs also offer Nationality Checking Services for new applications and we see this a natural extension to CCM to enable the RO to track the conversions rate of these NC‘s into actual Ceremonies.  This information will help management develop long term strategy for the ongoing success of the RO.

CCM uses SQL Sever and .Net framework technology plus Microsoft Word and Excel.  For operational efficiency and cost minimisation reporting is achieved by exporting data into Excel.  Excel is a proven and most commonly used medium for reporting and statistics and is the most widely used tool within any organisation.

We believe that the new CCM system will help speed up the initial manual input process and it will enable the user to easily and logically update records as they work through the business process.  CCMS is designed to provide the Citizenship Ceremony Team with timely information, automatic invitation letters, management reports, attendance lists and planning tools all with minimal user intervention.  CCM is designed to help manage the process.

We are also in detailed discussion with the HO with a view to obtaining electronic notification of new applicants to enable automatic update of the RO Citizenship Register.  This will further help to reduce the clerical overhead of entering new Certificates at the same time improving accuracy.  We estimate that 100 new certificates will take approximately 2 days of experienced hands to input into any system.  This equates to at least £6,000 per year, and the savings and returns on investment is considerably more.
